Hotel Information
The room rate is $110 plus applicable taxes. In some cases early check-in is available but it should not be expected.
Registration will close on 3/7/25. Cancellations after 3/1/25 will not be refunded.

1:30-4:30 Reverse Vendor Fair: What is an RVF? At a Reverse Vendor Fair, the MAPP Conference Attendees will have an assigned table to represent their agency. Vendors will move from table to table to learn how to do business with your agency! It is a good idea to bring your business cards, a fully charged laptop so vendors can register to receive your bid notifications and information on how to do business with your agency. Visit the MAPP website in the Member Area Document Library for examples of what to bring to an RVF. ALL CONFERENCE ATTENDEES WILL HAVE A TABLE ASSIGNED TO THEIR AGENCY AND ARE EXPECTED TO ATTEND THE RVF TO REPRESENT YOUR AGENCY! Presenter Bios:
Marcheta Gillespie, NIGP-CPP, CPPO, C.P.M., FNIPG, CPPB, CPM

Marcheta E. Gillespie, FNIGP, CPPO, NIGP-CPP, CPPB, C.P.M., CPM, is a dynamic international speaker, professional consultant and trainer, and experienced thought-leader with 30 years in the procurement profession. In 2021, Marcheta become the President of NIGP Code and Consulting Services. She is the former Director of Procurement at the City of Tucson, leading one of country’s most highly acclaimed procurement organizations. Retired from government service, Marcheta now works with public and private industry helping them transform their procurement operations. Prior to becoming President, Marcheta served as Program Manager and Senior Consultant working with Periscope Holdings, Inc (the management corporation for the NIGP Code and Consulting Program).
As a passionate advocate for the procurement profession, Marcheta possesses a broad and deep range of expertise in numerous areas of public procurement best practices, professional development and leadership, and overall procurement transformation. Marcheta is the 2019 Albert H Hall recipient and the 2017 Distinguished Service Award recipient, the highest and second highest honors bestowed upon individuals by NIGP in the public procurement profession. Marcheta is a former Chair of the UPPCC Governing Board, was the 2013-2014 President of NIGP and served on the NIGP Board of Directors for 10 years.
Marcheta has chaired several historic NIGP initiatives, including the Public Procurement Values & Guiding Principles initiative, the NIGP 2.0 Task Force (responsible for restructuring the association governance model) and dozens of other task forces and committees in her 30 years of volunteer leadership to the profession. She is now Co-Chair of the NIGP Mentorship Committee, a member of the NIGP Business Council, and has helped stand up numerous community networks for procurement professionals.
Marcheta is a regular contributor, advocate and mentor in the profession. She has spoken at hundreds of international, national and regional events. She is author to numerous published works in the profession. Marcheta has provided professional consulting services to states, cities, counties, universities, special districts and airports throughout North America.
David Kidd, GovMVMT Program Manager

David Kidd is a Program Manager with the GovMVMT (Gov-Movement) team serving public agencies and supplier partners across the country.
David is a Florida native and graduate of the University of Florida where his first public sector experience came in working at the University of Florida North Florida Research and Education Center.
David found his real passion for public sector after graduating from UF when he joined U.S. Communities in 2009. Quickly growing his responsibility to managing 10 states, he embarked on almost a decade with the team and was able TO become the National Director of sales, managing a team across the entire country.
After U.S. Communities, David accepted a National Director of sales role with Safeware Inc., managing their sales team in the southeastern United States and supporting them through the Covid pandemic. While at Safeware, David served on the NIGP Business Council working on the NIGP Supplier Certification program and several whitepapers around industry topics.
David joins the GovMVMT team with a desire to reestablish the standard in public sector cooperative programs, with the highest ethical standards, a public agency first focus, and true nonprofit structure with public benefit programs and initiatives. He brings nearly two decades of experience and perspective in the industry by working with a national cooperative, a supplier, and a public agency.
When he isn’t serving his customers and team, David enjoys spending time with his wife and two sons, Haden and Connor. He also enjoys being active in his church, community, the outdoors, golfing and cheering for his Florida Gators.
